Content of the course:
1) The notion of the European Union and European Communities. The evolution of the process of integration (Treaties, institutions, material and territorial scope).
2) The nature of the EU: EU as a supranational international organisation. Legal personality of EU and its internal structure.
3) Membership of the EU.
4) Institutional system of the EU: definition, elements, principles. General relations between EU and the member states.
5) The law of the EU - principle of conferral, the competences of the EU, principles of subsidiarity and proportionality.
6) Law of the EU as a legal order: definition, structure. Sources of EU law: primary law, general principles of law, international law binding the EU, secondary law, non-binding acts.
7) Lawmaking procedures in the EU.
8) Implementation of EU law.
9) Application of EU law at the EU and national level - principles of loyal cooperation, primacy, direct effect, liability, procedural autonomy. Application of EU law in Poland.
10) Interpretation of EU law in general and in national legal order. Procedure of preliminary questions.
11) Control of proper application of EU law - general problems (judicial and extra-judicial control, control at the EU and national levels). EU system of legal actions.
