Course contents :
Definition and subject matter of constitutional law. Definitions of constitution. Characteristics of the Constitution of the Republic of Poland. Axiology of the Constitution of the Republic. Procedure of amending the Constitution.
Catalogue of main principles. Principle of subsidiarity. Principle of a democratic state ruled by law. Principle of sovereignty of the Nation. Principle of political representation. Principle of tripartite separation and balance of power. Principle of political pluralism. .
Principle of sovereignty of the Nation in the course of the process of European integration
System of sources of law in Poland. Place of international agreements in the State legal order.
Constitutional status of an individual – Dignity. Freedom. Equality.
Catalogue of freedoms and rights of man and citizen in the Constitution of the Republic of Poland. Subjective rights, program norms, principles of state policy. Limitations to freedoms and rights. Principle of proportionality.
Constitutional system of protection of rights of an individual. Right to a fair trial. Comnstitutional complaint. Application to the Commissioner for Citizens’ Rights. Compenstation complaint for unlawful action of the State.
Principles of election law. Principles of universality, directness,equality,secrecy,proportionality.

Organs of State control – Supreme Chaber of Control. Position of the SCC in the system of government. Guarantees of independence of the SCC. Position of the President of SCC. Functions of the SCC. Principles and measures of executing functions of the SCC.

General principles regarding public finances. Status of the National Bank of Poland.

Learning outcomes
After completion of the course and confirmed achievement of learning outcomes, student:
- is able to create definitions of concepts and institutions of constitutional law
- is able to explain origins and the character of the sources of law, both generally and internally binding
- determines relationship between constitutional law, European Union law and international law
- is able to explain methods and tools of forming acts of law, both generally and internally binding
- is able to discuss the way of forming, a structure and functioning of public authority bodies and mutual relations between them
- is able to use theoretical knowledge in regards to constitutional law in describing and analysis of its current status in regards to a certain matter and to solve basic constitutional issues
- is able to draw up an example of a constitutional complaint and an example of an application to an ombudsman
- independently analyses texts of normative acts in regards to constitutional law and performs an analysis of judicial decisions of the Constitutional Tribunal related to a certain public-legal issue
