Electronic public administration WP-ADZ-2-EAP

The aim of the course is to provide in-depth knowledge of the legal framework of electronic public administration and to develop the ability
to organise and explain regulations governing electronic public services. After completing the course, the student will be prepared to
characterise the juridisation of information-related issues and public computerisation tasks, explain the rules on access to and re-use of
public-sector information, characterise public registers and interoperability, and explain the significance of electronic identification, trust
services, electronic documents, electronic delivery and cybersecurity

Knowledge of the fundamentals of administrative law and IT law.

Learning outcomes

AD2_W02. The student describes and explains the legal framework of e-government, in particular the process of legalisation of
information-related issues, public tasks relating to computerisation, electronic public services, the principles governing the provision and re
use of public sector information, the functioning of public registers, and mechanisms for interoperability, electronic identification, trust
services, electronic documents and service of process, and cybersecurity.
AD2_W04. The student explains the impact of regulations and solutions in electronic public administration on the legal status of the
individual and the manner in which their rights and obligations are exercised in relations with public administration, in particular with regard
to access to information, the use of registers and electronic public services, electronic identification, electronic documents and service of
documents, and cybersecurity.

Assessment criteria

For a grade of 3:
the student has only a basic knowledge of the terminology relating to IT law, e-government and electronic public services; can list only a
few legal bases and procedures relating to electronic public services; lacks in-depth knowledge of the legal framework governing
information issues, the role of IT within the legal system, and public sector tasks relating to digitalisation.
The student has only a basic knowledge and understanding of the status of the individual and their activities in the sphere of law and
administration.
For a mark of 3.5:
The student achieves all learning outcomes at least at a basic level, and some at a good level: correctly defines and characterises most
concepts and institutions; identifies the relevant legal bases for typical issues; explains the main principles of access to information, the re
use of public sector information and the functioning of public registers; describes the basic relationships between interoperability,
electronic identification, trust services, electronic documents and electronic service of documents. Generally, they correctly explain the
implications of these solutions for an individual’s legal position, but their reasoning is not yet comprehensive or in-depth.
For a grade of 4:
the student has a good knowledge of IT law, e-government and electronic public services; lists the legal basis and procedures relating to
electronic public services; has knowledge of the legal framework governing information-related issues, information technology within the
legal system, and public tasks relating to digitalisation. The student is well acquainted with and understands the status of the individual and
their activities within the sphere of law and administration.
For a grade of 4.5:
The student achieves all learning outcomes at least at a ‘good’ level, and most at a ‘very good’ level: they accurately characterise
regulations and institutions, recognising their interconnections and differences; independently organises and compares solutions relating to
public information, registers, interoperability, electronic identification, trust services, electronic documents and service of process, and
cybersecurity. They correctly analyse more complex examples relating to the use of electronic public services and present a coherent, in
depth justification of the impact of regulations on an individual’s legal status; only minor inaccuracies are permissible.
For a grade of 5:
the student achieves all learning outcomes to a very good standard: they define, characterise and explain the institutions and regulations
of electronic public administration precisely, comprehensively and without significant errors;
independently identifies and explains the interrelationships between the legal framework governing information matters, electronic public
services, public information, public registers, interoperability, electronic identification, trust services, electronic documents and service of
documents, and cybersecurity. Accurately applies knowledge to complex examples, compares
