Organization and management in public administration WP-ADZ-1-OZwAP
Course topics:
1. Management science basics and history, philosophy and ethos of managing, forming of concepts and trends, theories, basic definitions;
2. Leadership theories and styles, support roles, competencies and capabilities for leadership, ethical and social responsibility
3. Organizational structure: (including entrepreneurial, bureaucratic); organizational culture: power, role, person, analysis and planning of organizational structures,
4. Personal management and effectiveness, time management, competency, capability, motivation and reward, managing conflict, recruitment, outsourcing
5. Planning process, theories of decision making (structured, semi-structured and unstructured decisions)
6. Quality management in public administration, Quality: concept and theory (TQM, quality tools, quality systems – ISO, CAF etc.)
7. Modern methods of management in public administration (Benchmarking, Reengineering, Lean management)
Course objectives
Provide an introduction to the fundamental concepts of management, personel management, and quality management in public administration, and the application of these presented methods, philosophies, and strategies to matters arising in public administration.
Enhance the student’s understanding of the methods of management, consequences of choosing leadership style, competencies and capabilities roles in forming modern public agency;
Provide skills in diagnosing and analyzing problems, ability to apply decision and planning model during the process of solving problems.
